Swann Endorsed by Tempe Chamber of Commerce
Candidate for Arizona Legislature and former DPS Officer earns business support

DISTRICT 20 – As part of the growing momentum building behind his campaign, retired DPS officer and legislative candidate Andy Swann announced that he received the endorsement of the Tempe Chamber of Commerce today.

“The Board of the Tempe Chamber voted to endorse your candidacy in the District 20 Republican House Primary race,” said Mary Ann Miller, Chamber President and CEO, “We feel that you are a candidate whose views closely align with that of the business community.”

“I am honored to have the support of the Tempe Chamber of Commerce and its members in the business community,” said Swann, “I am committed to promoting fiscal responsibility and protecting small business at the Arizona Legislature.”

“As a small businessman with three young children, my family is living and working in the same tough economy as many of these businesses,” concluded Swann, “I think I understand the challenges they face and their desire to have a government that doesn’t prevent them from being successful. Just as we have to live within our means, the government should as well.”

Swann Attacks Traffic Cam Scam
Candidate for Arizona Legislature and former DPS Officer Targets “Janet Cams”

DISTRICT 20 – Andy Swann, retired DPS officer and candidate for Legislature in District 20, announced his opposition to statewide traffic cams that carry fines, but no points to the driver. He denounced the program as a misguided revenue generator in a time when the state should be looking to live within its means.

“I believe that traffic cameras are a tool that may have their place in helping control speeds and promote public safety,” said Swann, “If they are really to be used for their intended purpose, the revenue generated from the cameras should be put back into public safety instead of the General Fund where it can be used for any number of costly programs.”

As a part of the Governor’s Fiscal Year 2009 Budget plan, Arizona is expected to generate over $120 million in revenue from $165 dollar tickets to speeders. The speeding tickets, like parking tickets, would carry no points against a driver’s record. In a way, these “Janet Cams” encourage those who can afford it to speed so they can continue to fund the Governor’s programs.

“First, it is important to know that these cameras cannot take the place of a police officer,” said Swann, “An officer is sworn to protect and uphold the law, there is a lot more to protecting the safety of the public than just catching speeders. This is not much more than a good old fashion statewide speed trap.”

Swann stated, “We are in tough economic times. The state needs to better prioritize spending and cut costly programs that fall short in priority. When money is tight for a family, they pay the mortgage first and put food on the table. Then if they have any money left over, they may go to the movies. You don’t start charging your neighbors a fee to walk on your sidewalk so you can have enough money to go out.”

“I’m a small businessman with three young children. My family is living and working in the same tough economy and we have to live within our means,” concluded Swann, “Using these traffic cams to generate general fund money, the $2 billion in borrowing, the fund sweeps and other gimmicks could have the potential to negatively impact our economy for many years to come.”

Swann Honors America with National Anthem
Candidate for Arizona Legislature launches video of his band singing National Anthem at D-Backs Game

DISTRICT 20 –In an early 4th of July Tribute, Andy Swann, former DPS officer and candidate for Legislature in District 20, announced the launch a YouTube video of his band singing the National Anthem at an Arizona Diamondbacks game from a few years ago. His band, Desert Justice is made up of Andy Swann and current DPS Detective Wes Ellington.

“I have been honored to sing our National Anthem at many events,” said Swann, “Performing at the baseball game and hearing the roar of the crowd was particularly special to me. As we think of our nation’s independence and those who have fallen defending it, I am incredibly thankful that I have the opportunity to share my love of music and our country with others.”

Swann has already committed hundreds of hours to walking neighborhoods and meeting people. He also pledges to use electronic communications such as YouTube to help get the word out and allow more people to learn about his campaign.

“I understand that people are busy, and I want to give them an opportunity to learn more about me when they have the time,” explained Swann, “Sometimes that will be when they have a few minutes of quiet time at the computer. I hope they will take the time to go to www.andyswann08.com or to the YouTube page to learn more as more content and issues are added in the coming weeks.”

More about Desert Justice
Andy and Wes began playing music together when they met at the Arizona Law Enforcement Training Academy in 1990. After years of playing at informal settings while working for DPS, they decided to form Desert Justice in 2001 and began playing more formal settings. They put out the album Justice For All in 2007, which included 11 songs. Andy is the former President of the Arizona Highway Patrol Association and Arizona Police Association and is currently running for the Arizona House of Representatives in District 20. Wes is a detective in the department’s Criminal Investigations Division.

Swann Outlines Illegal Immigration Position
Candidate for Arizona Legislature uses background in law enforcement to outline steps needed to fight illegal immigration

DISTRICT 20 – From the passage of Proposition 200 to the denying bail based on immigration status, voters in Arizona have overwhelmingly stated that something needs to be done about illegal immigration. While enforcement is under the primary jurisdiction of the federal government, Andy Swann, former DPS officer and candidate for Legislature in District 20, believes that there are some sensible solutions that Arizona must employ to make sure that the problem does not get worse.

“My background in law enforcement has taught me that you must take a proactive approach to prevent illegal activity,” said Swann, “and because the federal government cannot or will not take the necessary steps to solve the problem, Arizona must do what it can to stem the tide.”

Swann continued, “District 20 deserves a candidate with clear views on illegal immigration that are reasonable and protect the safety and property of its taxpayers. Along with quality education and jobs, illegal immigration is one of the issues that impacts Arizona’s long term economic vitality.”

Here are the key issues outlined in Andy Swann’s position:

• Sufficient resources to train state, county and municipal police officers on immigration issues;
Arizona’s officers need proper training and support in order to identify and hold suspected illegal immigrants for federal authorities.

• Reasonable criminal and civil sanctions on employers who knowingly hire illegal immigrants;
Employer sanctions are working. The number of illegal immigrants coming to Arizona for jobs is substantially reduced when the incentive to break the law is removed.

• Increased penalties for illegal immigrants found in possession of dangerous drugs, precursor chemicals for the manufacture of methamphetamine, deadly weapons, property used for terrorism or who are members of criminal gangs;
Many illegal immigrants are not interested in otherwise legitimate employment. Their interest lies in criminal enterprises and activities. Enhanced penalties for these individuals would go a long way in reducing their reason to be in Arizona.

• Sufficient law enforcement resources committed to human smuggling, fraudulent ID and employer inspection task forces;
With the proper resources, Arizona’s police officers will be able to increase the effectiveness of such efforts already in place.

• Criminal and civil penalties for persons who profit in otherwise legal activities by providing smugglers and forgers with resources or assistance;
This would include landlords who rent property to coyotes for use as drop houses, persons who sell or lease vehicles to coyotes for transporting illegal aliens, persons who arrange air travel for illegal aliens and any other activities that further these criminal enterprises.

• Continue to petition the federal government to do its job in enforcing immigration laws;
The federal government should secure the U.S. border with a combination of physical barriers, technology that allows effective monitoring of the border and increased man power to sufficiently respond to illegal border crossers. Additionally, the federal government needs to place sufficient resources to take custody of suspected illegal aliens that are arrested or held by state and local law enforcement officers.

“I spent over twenty years upholding the law that I swore to protect,” said Swann, “We should not reward those who have chosen to break our laws by entering the country illegally.”
